So i uninstalled it completely with iobit uninstaller, reinstalled it (didnt used the silent method) and now it is working fine.

So I just realized this is for file scan exclusions - so it does not help with firewall settings which I find to be the major pain with reinstalling fresh.

edit: if you get an xml editor - not excel - you can go through and delete all of the nodes in the exported settings except for the firewall and exclusion rules and it will import fine on your next install. So happy I figured this out. I'm probably deleting some important settings - but all i really care about is the time i spend training the firewall and not having to do it again.
Also - There is a version 11 out apparently
