I'm Happy to be here with all of you guys. I Know i can get a lot of info here.

I wanted to know that how can i use VPS for free or how can i create one by myself.
If you have an better idea to have static IP I'm all ear.

Uhm, for static ip you can look for a free service like dyndns or duckdns. As for vps, there are plenty of them, but the good ones are not free, or better put, I do not know of any free one. If you have a credit card or don't have issues with cc generators online, you could try amazon aws.
