No, of course not!To seed something You need to have that file! On TeamOS, with that file arrive some other which need to be in that *.torrent , so basically , even if You find file from other source,
You can`t create torrent leaf / *.torrent/ which is similar to hash.... so no, You can't seed without downloading original!
EDIT: Only way to do it is If uploader make direct link to same file!! So You download it from file-share server and then run *.torrent

No you can't !! I guess you don't have much experience with P2P technology and that's not a shame because I know people which using torrents for years and don't know how they work ! So go on the net and type P2P or peers to peers technology and you will be find all !
