Impossible: you can generate data from thin air. Download a 1080p copy.
You may hear about upscaling etc but it's usually poor, especially sd to hd.

Think about it. Your basically asking to take a 16oz glass of water and turn it into 64oz by just pouring it into a larger glass.

Sure you can pour it into a larger glass but you still will only drink 16oz. Same with the data from a SD movie.

I would say Cyberlink Media suite or Sony vegas Movie studio Suite will do the work with a bunch of video enhancing plugins which may or may not give you best or better results
There is a chance to convert it to near resolution i.e. 720p other than that no options available this is only because ur eager to change an SD resolution may 480 i think so.

I know it is a lot to ask for a video conversion app, but I recently used Topaz Jpeg to Raw as well as their Gigapixel....but those do a wonderful job on low quality pictures, I am wondering if they have something as good for video?

Yeah just asking what is out there nowadays, I have been out of the loop for about 12 years.....like 2008 and 2009, haven't had a computer but android phone, but I recently bought a great computer with good Nvidia card....gtx 1060, and it is pretty fast.

The pictures was from loved ones that aren't here anymore and I was able to convert the pictures very well, just now I am to the video that was recorded from phone at very low res....even updating to 720p may do good. I will look into the Cyber Media Suite as well as Sony Vegas Movie studio.....

Also did some searches on google and really nothing leads anywhere......Thanks guys for the suggestions....really appreciate.
