If by topic you mean category, you can't. You can make a thread using the existing categories.
If you mean an upload thread, you can use the registered users' subsection here: https://www.teamos.xyz/forums/registered-users-posts.162/
If you want to make a torrent, Torrents can only be created by verified members and up.

Always read the upload guide before making a thread.

You can not create a topic (category). Please use google to learn about how forums work (topics/categories, threads, posts) otherwise you will be confused and will confuse us even more.
