do you mean without formatting the source pen drive partition or the destination hdd partition where it will be installed?
EFI simply looks for bootx64.efi bootloader at \Efi\Boot folder on the fat/fat16 or fat32 pen drive.
to install windows on ext usb/hdd try a tool like wintousb but it will format the destination
