what do you mean by formatting windows. because if you used bitlocker drive encryption or some thing similar and forgot the key or to backup the key, then forget the data.
Here is my input on this topic, If the HD was formated you can use a program recovery program like (data recovery all in one) or any other of your choice you can find a few here in the Recovery Tools Section.
The program is really easy to use but i would suggest stop using the HD you are trying to recover the files from because every-time new information gets written on it it will start to deteriorate Basically the sectors on the HD are being re used and the info you are trying to recover gets lost.
Also you'll need a separate drive (i would use a flash drive pen or external HD its your choice) this is where the information recovered will be copied to, its recommended to save any recovered files to another drive. and it will take time so sit back and hope for the best. i recovered a friends family pictures and documents from a 500G HD and it took about 6 hours because i did the deep search and at the end i was only able to recover about 70% of his files.
You format Windows or you had a ransom attack? If is the first case I had good results with EaseUS Data Recovery. Completely agree with @newwave . You will never recover 100% of losted data.
