You can't restore back windows defender files that won't work.
There are others AV's for free, have a look at AVG, Bitdefender, Avast, Avira free versions.

I have tried AVG and Avast but both has a limitations and a very annoying registering reminders. I'll try Bitdefender hope it's will be what I'm looking for and if not then no problem because soon as possible I'll get a chance to use a good internet and I'll make sure to download a custom edition with defender included.

Microsoft in some updates have put back defender with some updates but its depending what else have been removed.

I have added your link again but I am sure that won't work.
If you have read the rest of the post, what you have uploaded needs knowledge to do all of this, I hope not other members start asking for help for this one here in our forum, thats why I deleted the first time your link.
I know the rules and its up to the "staff" sometimes to remove outside links if its going to bring troubles.

The link you provide is for windows 11, not for windows 10 and especially LTSB (not updatable anymore long time now)
