I'm not sure but winreducer can do that. Just try exploring it that is a good start.
or
Replacing the file in your installation media.

Advance mode here
1. Extract the Windows ISO File
2. Temporary copy "boot.wim" to a place of choice
3. Mount "boot.wim" with gimagex (Select the 2nd image - there are two images in boot.wim)
4. Delete "boot.wim\sources\background.bmp" with Unlocker, then add your own with the same resolution (bmp, 24bit)
5. Delete "boot.wim\Windows\System32\setup.bmp" with Unlocker, then add your own with the same resolution (bmp, 24bit)
6. Copy "boot.wim\sources\spwizimg.dll" to somewhere temporary and replace the bmp source file (517 : 1033) with Rescource Hacker, then remove the original one with Unlocker and paste your modified one in the sources folder
7. Now unmount the image with gimagex by checking the CheckBox "Commit Changes" and then press Unmount
8. Copy the modified "boot.wim" back to the Flashed / Extracted Windows ISO File

Goodluck!
