Wow, looks like an awesome build. I hope I can ask a stupid question... Would/wouldn't I want to get some windows updates? Sure, I guess there's a chance MS might try to override and put back the deleted or disabled functions, but might there be updates that would be beneficial? (I'm a noob, so please excuse my ignorance.)

Resume the updates if you want to download the latest ones.

Sorry buddy, I have checked everything with no luck, you are right it gives that error when you try to change languages.
Try this

You must be registered for see links

if you just want to change the keyboard language but if you want to change language as a primary one no solution.
I will make a new build during the holidays with the issue fix.
Sorry for any inconvenience caused.

it was the missing puzzle piece in this masterpiece, now this build is a flawless one, tested in home and my work for 3 consecutive days without a single problem

Open Power Shell with Admin Rights and use this command

Get-WindowsCapability -Online -Name Microsoft.Windows.MSPaint* | Add-WindowsCapability -Online
