Non booting devices would be due to either root causes.
Corrupt Windows installation (system files or corrupt driver installation)
If repair installation does not work,
Perform custom installation and install to a different partition so you an recover your Windows old settings and personal files.

Hardware issue (storage drive corruption)
Perform CHKDSK and repair the drive first,
DISKPART, Clean and Reformat the drive

If DISKPART fails, you may need to replace the drive as it may be be failing soon.
