hey brothers
I'm with Windows 10 Enterprise LTSC 2019 X64 ESD en-US SEPT 2021 {Gen2}
and i don't find option spotlight in lock screen just picture and slid show is that normal in ltsc versions

I did not see you downloaded that version here nor we have that version shared here

and as always, issues like these should be posted as a reply
to the thread where you downloaded the OS so the author can address them

If Windows Spotlight isn't working or it's stuck in with the same image, you can follow these steps to clean the downloaded images and reset the settings to get the feature working again.

Disabling Spotlight feature​

To disable Spotlight on Windows 10 use these steps:

  1. Open Settings.
  2. Click on Personalization.
  3. Click on Lock screen.
  4. Use the "Background" drop-down menu, and select the Picture or Slideshow option.
Once you complete these steps, you can proceed with the instructions below to clear the assets, reset the settings, and re-enable the feature.

Cleaning Spotlight assets​

To delete the images already locally stored on your device, use these steps:

  1. Open Start.
  2. Search for Run and click the top result.
  3. Type the following path and click the OK button.
    %USERPROFILE%/AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\LocalState\Assets
  4. Select all the files (Ctrl + A keyboard shortcut) and press the Deletekey to clear the old images (if applicable).


    Resetting Spotlight settings​

    To reset the Spotlight settings on Windows 10, use these steps:
    1. Open Start.
    2. Search for Run and click the top result.
    3. Type the following path and click the OK button.
      %USERPROFILE%/AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\Settings
    4. Inside the Settings folder, right-click the settings.dat and roaming.lock files individually, then click the Rename option and change their names to settings.dat.bak and roaming.lock.bak.
    5. Restart your computer.
Once you complete the steps, the last step left to do is to re-enable the feature using the Settings app.

i did as you mentioned but its not working even there's only tow option in lock screen background ( picture + slideshow)the option of spotlight don't exist
i said maybe this option **Spotlight ** don't exist in LTSC versions

so that feature might not be available to LTSC versions,
try a PRO version which should have more features enabled

In Windows 10, version 1607, the lock screen background does not display if you disable the Animate windows when minimizing and maximizing setting in This PC > Properties > Advanced system settings > Performance settings > Visual Effects, or if you enable the Group Policy setting Computer Configuration > Administrative Templates > Windows Components > Desktop Windows Manager > Do not allow windows animations.

to help you manage Windows Spotlight on enterprise computers there are policies in the > User Configuration \Policies\Administrative Templates\Windows Components\Cloud Content path in the Group Policy Management Console, and same path in the Local Group Policy Editor as well. 1) Do not suggest third-party content in Windows spotlight. 2) Turn off all Windows Spotlight features. 3) Turn off all Windows Spotlight features.
