This will work wonders at my lumber mill, seeing as all the computer hardware there is running Win 98 SE/Win NT. Looking to do some rebuilding of the old hardware. This is awesome work!!!

I can't flash this to USB anymore, rufus (doesn't matter which version) says either I'm trying to flash a non-bootable image or uses a boot or compression method that is not supported. But the OP says to flash with Rufus. Any clue how I can get this working?

It’s possible but a pain in the butt to do, not really worth it.
MattKC on YouTube has a wonderful tutorial on putting windows 98 on a laptop and in that video he talks about how to create a windows 98 install USB, highly recommend that tutorial

How do I install this version of Win98 on a computer that is old enough to support it?? I have an old tape drive that has software compatible with windows 95, so I'm trying to install win 98 on an old computer.

I've never worked with tape drives, personally.
But AFAIK Win32DiskImager might allow you to flash the image to it, although I doubt it.
