Locked Error Update 1909 even through Windows10Upgrade9252 assitant

Even though my post is little long i fed up with the below error message which should not occur, rest all for info only..

Solution required for:
I tried to update to 1909 Windows Download Assist, Which should work flawless, but I m getting error as below(I always run as admin still issue)..

Additional Info:(All below are for info and my tasks to resolve error only)

I m getting error while downloading windows update normally

I have earlier signed up for WindowsInsiders, but i stopped and restarted a week before, but still i m receiving insider "Pre-release Feature Update" which is weird.

Checks Done:
1. SFC,
2. Powershell script to clear wupdate
3. Tools from Fixwin10.1 to clear some store and winudate errors
4. Also checked temp folder write access.

But all in vain..

Advise any possible solution than clean install.

I did also try opting insider and tried updating still same issue.

How to fix Windows Update error 0xC190012E?

However, if you’re technically savvy, you can try the steps below:
1. Click Start and start typing on your keyboard for "services.msc"
2. In your search results "services.msc" should show up. Open it with a click.
3. A new windows will open containing all Windows services on your system.
4. Search for "Windows Update"
5. Right-click the "Windows Update" and then click Stop.

We will now clean the Windows Update temporary cache folder:
1. Hold your windows-key pressed and hit "R" key simultanous.
2. A small new windows will appear.
3. Type %windir%\SoftwareDistribution\DataStore in this new window and click OK.
4. This will open Windows Explorer on the correct location.
5. Delete all contents of this folder. (Hint: Use Ctrl + A to select all files and folders)

Now we will start the Windows Update Service again:
1. Switch back to the windows Services.
2. Locate Windows Update.
3. Right-click on it and choose Start.

If the problem still persists, you can run the System File Checker (SFC) utility. This handy in-built tool will check your filesystem.
1. Click Start and start typing on your keyboard for "cmd".
2. In your search results cmd should show up with an black icon.
3. Right-click it and select Run as administrator.
4. If you are prompted for the admin password, enter the password and click OK.
5. A new completely black windwos will open. You can type commands directly into this window.
6. Type sfc/scannow and press Enter.
7. This process will take a long time. You can minimize this black windows and work on.
Come back to the black window after a time and check if the process finished.
As soon as the SFC process finished, restart your computer. After the restart you search for Updates again.

You are still facing the same issue?
1. Restart your computer.

Next thing is to clean Windows Update download path. These steps are only for expirienced user! If you mess up your computer with Regedit, you could loose your files! Take care or use a professional tool to investiagte your computer.
1. Hold your windows-key pressed and hit "R" key simultanous.
2. A small new windows will appear.
3. Type regedit in this new windows and hit Enter.
4. In the new windows you have a navigation on the left side. Use it to navigate to
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate
5. Once you found it, search for WUServer and WIStatusServer in the right hand pane.
6. If they are not listed we cannot clean the download path. Otherwise delete both.
7. Restart your computer.

Try to search for new Updates again

@brahmajivv, have you tried downloading the Windows 10 Update Assistant tool from the Microsoft site?

Everyones mileage varies, but this is exactly why I wont upgrade to any new build til its been out for a while and all the bugs worked out. 1903 taught me a lesson when it first came out. I wiped my HD and installed it and had problems every update til they finally fixed it. Anywho, just my 2 cents worth. Personally, I'd stick with either 1809, 1903, or 1809 LTSC.

edit: I've been on 1809 LTSC for 6 months now with NO problems whatsoever, and for me, 6 months is a lifetime for sticking with an OS

I think the powershell script includes most of these things anyway will try each n every step, many thanks...


@brahmajivv, have you tried downloading the Windows 10 Update Assistant tool from the Microsoft site?
This thread is for the error popped up when using the assistant itself, the first screenshot the error when using assistant.

Everyones mileage varies, but this is exactly why I wont upgrade to any new build til its been out for a while and all the bugs worked out. 1903 taught me a lesson when it first came out. Well said, win updates been too buggy, didn't feel LTSC ago, m just sticking with home ver came with lappy in stock...Advise noted thanks...

Executed all steps but no use.




I understand buggy update progress, I created this post as i couldnot get to know is why does the update assistant gives error.....

The type of error you are getting indicates that the account you are using doesn't have access permissions to the folder(s) needed for the update.

Can you make sure that you are using an administrator account and not a user account. Also, check the ownership status of the Temp install folder and windows folder and make sure the name of the administrator account you are using is in there.

*Edit: In some rare cases, the Admin account that activated windows should also be the account that does the upgrades. Make sure you don't try from an offline account also.

Additionally, try to remove UAC if even for just the installation process and give it a try.

I m using online account only..

Will give a try removing UAC
Also, try to change the read-only to full access. If you only have read rights that means you and the processes you start (since they inherit your rights) cant write to the temp folder and that's why you get that type of error. "...permission to write..."

I checked ownership already, and its there with current account only, but as i mentioned the read-only get back to partial after closing explorer.

Anyway i cannot update to 1909 using update assitant, it only till 1903 as of now.. so taking rest now..

Apologies, when I said temp folder, I meant the folder that windows update is using temporarily which should be "C:\Windows\SoftwareDistribution". That is the folder you should have full rights. I'm sure you also checked it's not a HDD space error.

Thank you @TheMacGyver for reopening.

Your issue is the 8 GB free space. From the official guidelines for upgrading to Win 1909

Hard disk space
For Windows 10 1809 and earlier: 16 GB for 32 bit and 20 GB for 64 bit
For Windows 10 1903: 32 GB or greater


So sadly you need at least that space, and that's why you get this error since the HD gets full and the installer... cant write :)

And now its officially solved!
