Yes its new, its preloaded with an win10 Home, so I decided to uninstall it and made it to a PRO.. I updated all the drivers and specially the BIOS directly from HP support site.

I have the same with a Asus laptop, as @DCG Mechanics said, there is a piece of code to extend a life of battery (in my case - Asus Battery Health Charging).
It has three settings:
Full Capacity Mode
Balanced Mode stop charging at 80% start at 78%
Maximum Lifespan Mode stop charging at 60% starts at 58%

Click Windows button and write 'battery' see if there is anything exept the basci windows settings

I have to wonder. Anyone did research on:

a. Why does it stop at 80% (tho DCG and light_eater kinda mentioned it)
b. If it is better that it stops at 80% and not going to 100% especially if it's on the charger most of the time?
c. After reading what Conservation does to the batteries, do you still think of suggesting to switch it off? (especially of its mostly plugged?)

Here is also a theoretical question:
What do you prefer? A battery that goes 100% and will last for 8 - 12 months or a battery that charges to 80% but will last for 24 months (theoretical numbers)? Which will cost you less over time?

Your solution by the way is in power options and all over google. Just search for "why is my battery stops at 80%?" and you will find answers and solutions.
I will stop here this won't become a chit-chat as @SiteWizard said above.

EDIT: If the problem still persists after changing power plan settings about the battery, you might have a bad battery, in which case go the shop and return it but be quick. Batteries are not fully covered by the warranty most of the cases.

My Toshiba has a similar problem, it's battery only charges to 70%. I had the battery tested recently, and found out it will not charge past 70%. It is faulty.
So not only check your charging settings, check the condition of your battery too as you can have a fault in your battery keeping it from fully charging..
This thread is now closed as more than enough advice has been given.
