Locked cannot download/upload torrent

Hi All!
i have problems to download a torrent file, figured that my ratio is less than 0.5, so i wanted to start uploading something to be able to download a program.
problem is that pops out a window when i click on "add" to add a new torrent stating "oooops... we ran into some problems. You do not have permission to view this page or perform this action. "
what can i do to start downloading something?

1. You cannot UL a torrent file. Only VM and above have that permission. Read the rules please. >>

2. Torrent tracker is down atm. So please be patient, we will be back soon.

Due to tracker down u cant download torrent now tracker is running & Active
