I've downloaded a team-os windows 10 build with custom icons pre installed. Now when I try to apply a new icon pack with 7tsp it does not update even the the program completes as successful so my thinking is that it could be something to do with the custom icons that came pre isntalled.

Does anyone have any knowledge or experience in changing the windows icons?

You might want to place your question in the thread you got the file from, there the uploader might be able to help you. Or google for answers?

@solantis
For 7tsp taking effect you have to disable your AV or windows defender, most of the AV's finds 7tsp as virus and block the procedure.
You can open a cmd as administrator and run the sfc/scannow command, let it finish and restart your pc (if you are lucky it will replace the dll file with the default one)
In case that won't work you can simply replace the .dll with the windows default or with the one you like

This is a well-known issue with this tool. Google solutions do not normally work for us., sir @vdogeek . As master @Jerry_Xristos said he could run sfc /scannow in cmd. It will replace (in some cases) the modified dlls with default ones. Again, this method may not work. He can run the commands one by one:
DISM /Online /Cleanup-Image /CheckHealth
DISM /Online /Cleanup-Image /ScanHealth
DISM /Online /Cleanup-Image /RestoreHealth

The problem may be an issue of compatibility.

In case all these do not work, you can use ipacks. They are really fantastic.

I done all of them one after the other in this order and then restarted:

sfc/scannow
DISM /Online /Cleanup-Image /CheckHealth
DISM /Online /Cleanup-Image /ScanHealth
DISM /Online /Cleanup-Image /RestoreHealth
