Windows Firewall::Automatic (Delayed Start)

I have this downloaded and installed and I love it
I am new here I do not know where this needs to go? i looked and didnt see any where besides here.
My question is windows firewall never starts and it will not let me manually start it. I see that it is supposed to be a delayed start but thats not happening.
If this is not the correct place please delete and if anyone can point me in the right direction? much thanks if not i will eventually figure it out.

Install AntiVirus Program... (ESET 8 will be great) coz it have Firewall in it...and that will be all....if no... @aXeSwY will say more about that....

its simple to turn on firewall
1. Open CMD
2. type services.msc and enter
3. then find "Windows Firewall".
4. Double Click it or open properties by right clicking.
5. And On Startup Type select "Automatic" and Click on Start Button bottom left side.

I used rufus 2.5 to create bootable usb and also made a dvd to install with imageburn with same result..

Could be a marginal PSU problem, or a Windows Error
First try System File Checker
Winkey plus 'X'
Choose Command Prompt (Admin)
Type sfc /scannow then Enter

It finds and fixes errors in Windows, but doesn't always report them. Run it and see if the fault disappears after re-booting your system
If corrupt files are found that can’t be fixed, try

Dism /Online /Cleanup-Image /RestoreHealth (Observe spaces before /)

Re-run SFC

To view CBS Log

findstr /c:"[SR]" %windir%\logs\cbs\cbs.log >sfcdetails.txt

Search C drive for sfcdetails.txt or navigate to C:\Windows\System32 and scroll down.

After that, you may try to install fresh OS. there 75% chances that windows missing files or corrupted. fix them and install fresh OS.
