It does but I got it confirmed after I installed it. Earlier experiments indicated that after un-checking skype, one note and one drive it installs fine but later experiments confirmed that it's skype for business that causes the stall at 51%. Just un-check skype and it installs fine on win 10 1903.

Try uncheck "Skype for business" and "OneDrive for business" these two options.

Now problem solved ! I stop Comodo antivirus completely and every thing does fine! Not only stop from task bar but have to check into task manager
for all services related
and uncheck the Skype and Onedrivebusiness option also (I don't use anyway) Thanks to all ,hope help others.
